Overview

Balakliia Territorial Community was formed on June 12, 2020, through the merger of Balakliia City Council and 14 village councils in the Kharkiv region. The community consists of 37 populated areas, with its administrative center in Balakliia, covering 1,297.45 sq. km.

Due to Russian aggression, eight rural districts and Balakliia itself were occupied, and six others became active combat zones. Balakliia was under occupation from March 2 to September 8, 2022, and suffered significant damage to infrastructure from airstrikes, missile strikes, and artillery shelling. This included damage to educational, cultural, and medical institutions, residential buildings, and critical road and bridge infrastructure, causing a large displacement of residents.

Before the war, the population was 44,392. More than half of the residents fled during the occupation, but currently, around 30,000 residents have returned, with 5,560 internally displaced persons registered in the community. Balakliia is located 99 km from the Kupiansk combat zone and 151 km from the Russian border. Emergency restoration of communal residential properties and social facilities damaged by the war is the community’s primary priority.

Brief Description of the Project

The main sewage pumping station in Balakliia City was heavily damaged by Russian artillery during the occupation. Currently, it operates in an emergency mode.

The project involves reconstructing this station with a new, energy-efficient, block-type sewage pumping system equipped with four high-efficiency pumps from European manufacturers. Designed with a maximum capacity of 240 m³/h, the station will ensure effective wastewater pumping, even during peak loads.

The setup will include essential components such as chambers, shut-off valves, and the ability to redirect wastewater to a backup reservoir if necessary. Some structures will be preserved and restored, while others will be demolished. The new block-type equipment reduces the scope of work and accelerates completion, adhering to European standards and enabling automated operation, which removes the need for constant on-site personnel.

Vitalii Karabanov is the head of the Balakliia City Military Administration in the Izium District of Kharkiv Region, appointed by the President of Ukraine on October 4, 2022. He is responsible for ensuring compliance with Ukraine's Constitution and laws within Balakliia's territory, executing acts of the President and relevant executive authorities, organizing the administration's work, performing City Council functions, and overseeing the council's activities.
